Part L photographic evidence is often taken in the same dead zones where snags appear: basements, fabric junctions, plant spaces, plots before the mast is live. Specialist BREL photo apps can solve photographs in isolation. The residential problem is different. Can the same walk raise a defect, pin a location and capture geotagged compliance photos, then put all of it on one plot record?
This article stays inside what Guided Site can do on that walk. It does not claim that Guided Home produces a finished BREL report, replaces a SAP assessor, or holds an NHBC approval for Part L packaging. Evidence still has to meet Approved Document L and the requirements your assessor and warranty provider set.
Part L evidence is captured where signal is worst
Approved Document L (conservation of fuel and power) is published by the Ministry of Housing, Communities and Local Government on GOV.UK. The 2021 uplift in England, in force from 15 June 2022, increased the role of photographic evidence supporting the BREL report. Those photographs are taken during construction, often in locations where a browser-based inspection tool stalls.
The inspector adapts. Photos go to the camera roll. Folders get named after the site. Reassembly happens later, under time pressure, when the pack is challenged or when a defect history has to be read beside the compliance photos. That is the same failure mode described in site inspection apps and dead zones.
The camera-roll failure mode for BREL packs
A timestamped image without plot, room or checkpoint context is weaker evidence. It can still be a photograph of the right junction. It is harder to defend when packs are queried, or when the same plot later has a defect dispute and nobody can show that the compliance photo and the snag belong together.
Housebuilders should capture geotagged photos linked to the plot and checkpoint at the moment of inspection, ideally in an offline-capable app, so evidence is not rebuilt from unsorted camera-roll images.
Same offline walk: Part L forms, defects and pins

Evidence lands on the plot record, not a side folder
After sync, the item sits with Inspections and Defects and with completion documents in Document Assurance. Quality and technical leads can read Part L photographs beside the defect history instead of hunting two folders. How this differs from specialist photo-only Part L tools
Fair split: a specialist packaging tool may be the right place to assemble a BREL submission. Guided Site is the place to stop losing the photographs in a dead zone, and to keep them next to snags raised on the same visit. How Guided Home helps
